Dear Mr. Beach:

On November 13,1997, Illinois Power (IP) provided the interim response to the Confirmatory Action Letter dated August 6,1997, concerning the failure of l

Westinghouse DIIP 4160 volt circuit breakers at Clinton Power Station. In that letter, IP committed to perforrr. interim special maintenance on Westinghouse DHP circuit breakers. Incloded in the description of the interim special maintenance was a commitment to perform measurement of the physical characteristics of the circuit breaker's opening springs. IP is discoatinuing performance of this portion of the interim l

special maintenance program.

IP has measured the physical characteristics on thirty-three of the seventy-nine Westinghouse DIIP circuit breakers instr!!cd at CPS. The results of there measurements showed that there is no evidence of general deterioration of spring conditions that could affect the circuit breaker's ability to function reliably until it is l

refurbished within the next three years. The data taken during these inspections confirm l

that the existing springs in the Westinghouse DHP circuit breakers are perfonning as designed. This data is available for your review. Also, timing tests are still being l

performed during the interim special maintenance. Successful completion of these tests l

validate the acceptability of springs in the circuit breaker. Therefore, IP is discontinuing the measurement of the physical characteristics of the Westinghouse DNP circuit breaker's opening springs during the performance of the interim special maintenance procedure 9901200000 900112 PDR ADOCK 05000461 0
