10 CFR 50.46 LARGE BREAK LOSS OF COOLANT EVALUATION MODEL FOR COMANCHE PEAK STEAM ELECTRIC STATION, UNITS 1 AND 2 (TAC NOS. M97131 AND M97132)
Dear Mr. Terry:
By a letter dated February 3,1997, the NRC staff acknowledged that your letter dated November 29,1996 (TXX-96517), included an attachment docurnenting your large braak loss-of-coolant accident (LBLOCA) analyses for the Texas Utilities Electric (TU Electric), Comanche Peak Steam Electric Station (CPSES), Units 1 and 2 using a linear interpolation for reflood heat transfer coefficient between reflood rates of 1.0 and 1,74 in/sec. At that time, the staff reviewed these analyses and found them acceptable, pending final resolution of the issues pertaining to the TOODEE2 reflood heat transfer model with Siemens Power Corporation (SPC). The staff confirms that the linear interpoiation methodology appears to be conservative, and that TU Electric is in compliance with the applicable parts of 10 CFR 50.46 and Appendix K. The staff has also reviewed your letter dated January 13,1997, and agrees with TU Electric's proposed course of action regarding the error in the Z-equivalent parameter in TOODEE2. The staff also accepted the results reported in your letter dated January 13,1997 (TXX-97013), as your analyses of record for the CPSES units; and stated those would be used as the " baseline" for the purposes of determining "significant" changes in the peak cladding temperatures for CPSES, Units 1 and 2. Finally, we stated that your request, in letter dated October 25,1996 (TXX-96497), to review the data to justify SPC's 1986 model was considered to have been superseded by your November 29,1996, and January 13,1997, letters and subsequent conference calls with the staff that were discussed in the February 3,1997 letter.
