Brons (Commonwealth Edison) to NRC, dated September 19,1997, transmitting Draft Safety Evaluation Report (SER) Review and Comments In Reference 1, the NRC provided a draft Safety Evaluadon for Commonwealth Edison review, which addresses Zion Station's conversion to the Improved Technical l
Specifications. Reference 2 provided Commonwealth Edison's response to six of the eight requested items in Reference 1. Reference 2 addressed:

The purpose of this' letter is to provide Commonwealth Edison's response for the remaining issues:

Preparation of a certified copy of the Technical Specifications, including
- enhancements to the Combustion Engineering steam generator tube sleeving process (submittal dated September 20,1996), and 8)-
Resubmittal of several current Technical Specification marked up pages which were not completely copied.
- In addition to the above two iteras, this package includes several proposed changes to
' the Zion ITS, associated BASES, and supporting information necessary to correct Technical Specification errors identified as a result of Generic Ixtter 96-01 reviews and implementation review.
> provides a summary and the revisions to the Zion ITS and BASES, and supporting information. provides a certified, clean copy of the final proposed Zion Technical Specifications, including Table of Contents and a List of Effective Pages. This also includes the approved changes to Section 5.0, " Administrative Controls," that implemen; the enhancements to the Combustion Engineering steam generator tube sleeving process discussion as requested in Reference 1.
4 provides a complete copy of the marked up Zion Current Technical Specifications. This copy of the CTS mark up is based upon the most recent review and verification of the NRC SER, and includes all proposed changes in order to accurately reflect the submittal.
' This proposed supplement to the Zion ITS has been reviewed and approved by Commonwealth Edison Ondte and Offsite Review groups in accordance with Commonwealth Edison procedures. There are no changes needeu to the Significant Hazards Discussion or the Environmental Assessment Statment for ITS.
' Commonwealth Edison is notifying the State of Illinois of this application for amendment by transmitting a copy of this letter and its attachments to the designated state official.
