Dear Mr.'DeLaBarre:
-Enclosed <islan application dated October 14, 1997 from Chen-Nuclear Systems for a;1icense to import low-level radioactive waste from Taiwan.-
The wastes to be imported are from Chinshan Nuclear Power Station and-consists of 1.3 to 1.4 million pounds of tubes-and tube plates. The material was-generated asia result of-the condenser tube externals being-exposed to--
-contaminated' service water.
The imported material will be received by the Chem-Nuclear Consolidation 1
Facility in Barnwell, South Carclina and then transferred to Manufacturing i
Sciences Corporation (MSC in Oak Ridge Tennessee for decontamination to unrestricted release'leve s and recycled. Any material which cannot.be
-decontaminated will be' processed through the MSC furnace for production of radioactively contaminated ingots for reuse. The proposed schedule for
-shipment is from January 1998.through June 1999.
- Before taking' action on this application,.we request your assistance in 3
notifying the government of Taiwan of the proposed radioactive waste import
<and obtaining any comments in the context of the Code of Practice on
.Transboundary Movement of Radioactive Waste. We also request your views-as to whether the subject import would be consistent with the Code's guidelines.
.NRC wil1~ consult with Tennessee' authorities regarding the,,roposed import.

l Enclosed is-an application datad October 14, 1997 from Chem-Nuclear Systems-for a license to import low-level radioactive waste frca Taiwan.
LThe wastes-to be imported are from Chinshan Nuclear Power Station and consists' of-l.3 to 1.4 mi111on pounds of tubes and tube plates.
The material was-
