SUBJECT: NRC INSPECTION REPORT 50-416/98-16 AND NOTICE OF VIOLATION
Dear Mr. Eaton:

From December 7-11,1998, a routine, announced inspection was conducted at your Grand
Gulf Nuclear Station reactor facility. The enclosed report presents the scope and results of that
inspection.
One violation of NRC requirements was identified during the inspection as discussed in
Section P3. The violation involved a reduction in emergency plan effectiveness when the
response time for two health physics technicians was extended from 30 to 60 minutes.
The NRC has concluded that information regarding the reason for the violation, the corrective
actions taken and planned to correct the violation and prevent recurrence is already adequately
addressed on the docket in the enclosed report. Therefore, you are not required to respond to
this letter unless the description therein does not accurately reflect your corrective actions or
your position. In that case, or if you choose to provide additionalinformation, you should follow
the instructions specified in the enclosed Notice.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter, its
enclosure (s), and your response (if applicable) will be placed in the NRC Public Document
Room (PDR). To the extent possible, the response should not include any personal privacy,
proprietary, or safeguards information so that it can be placed in the PDR without redaction.
