NRC INTEGRAT9D INSPECTION REPORT NO. 50-443/97 07
Dear Mr. Folgenbaum:
On December 6,1997,the NRC completed an inspection at Seabrook Station. The
- enclosed report presents the results of that inspectien.
The Station was operated safely during the period. Shift management properly evaluated a
degraded residual heat removal system condition, and the operators safely shutdown the
station on Decernber 6. The licensed operator requalification program was observed to be
effective. The emergency feedwater system review indicated that your response to the 10
_
.CFR 50.54(f) request was comprehensive, and it appeared that appropriate actions were
initidted to improvc, the Seabrook design basis. The management of solid radioactive
waste and of transportation of radioactive materials was effective. The secerity program
was properly implemented.
In contrast to the generally good Station performance, the NRC observed examples where
your staff was slow to correct degraded plant conditions involving the residual heat
s
removal, charging, and emergency feedwater systems. Your staff performed a
comprehensive station walkdown and identified numerous material deficiencies for
correction. Whilo this initiative was viewed as positivo, the number of issues identified
"
combined with the slow response to the examples noted above raised concern that plant
personnel had been willing to accept degraded material conditions.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of this letter
- and its enclosures will be placed in the NRC Public Document Room (PDR).
