NRC INSPECTION REPORTS 50-373/97014(DRS); 50-374/97014(DRS)
Dear Mr. Subalusky:
On September 4,1997, the NRC completed an inspection at your LaSalle County Nuclear
Generating Station. The purpose of the inspection was to evaluate the High Intensity Training
(HIT) program. In addition, operator performance in the control room simulator was also
evaluated. The enclosed report presents the results of this inspection.
Overall, the HIT program was effective in identifying and correcting operator performance
deficiencies. Elements which contributed to its effectiveness included: a demanding training
schedule and productive use of training time, well identified training needs, challenging
simulator exercises, effective methods for providing feedback to the operators about their
performance in the simulator, an appropria'e remediation program, high standards for
measuring crew performance in the simulator, senior management involvement in the training,
and a positive attitude displayed by the crews and instructors. One deficiency in the HIT
program was that the written exams were of marginal quality.
Your staff and the inspectors observed operator deficiencies in the following areas: procedural
adherence and usage, emergency plan classifications and reporting, command and control, and
communications. A large number of the performance deficiencies were self-identified by the
crews indicating that the high performance standards have been effectively communicated to
the operators.
In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice " a copy of this letter and its
enclosures will be placed in the NRC Public Document Room.
