- in response to the attached letter from Ms. Susan B. Fruchter to the Nuclear Regulatory Commission (NRC), we have reviewed the Final Environmental Impact Statement (EIS)/ Reserve Management Plan prepared by the Mississippi Department of Marine Resources
. for the Grand Bay National Estuarine Research Reserve (GBNERR). Our review focused on whether the siting of the GBNERR has any potential impacts on the operation of NRC licensed nuclear power plants within the states of Mississippi, Alabama, and Louisiana. Our review also focused on whether the operation of these plants have any potential impacts on the siting of the GBNERR. We have identified no potential impacts in our review. Therefore, the NRC has no additional comments on the final EIS. Thank you for the opportunity to review the final EIS for the Grand Bay National Estuarine Research Reserve.

Pursuant to the National Environmental Policy Act, an environr. ental review has been performed on the following action:
TITLE:
Final Environmental Impact Statement and Final Management Plan (FEIS/FMP) for the 1
Proposed Grand Bay National Estuarine Research Reserve LOCATION:
Between the City of Pascagoula and the Alabama and Mississipi State border.
ABSTRACT:
The State of Mississippi proposes that the National Oceanic and Atmospheric Administration designate certain areas of the Grand Bay River systems and surrounding uplands as the Grand Bay National Estuarine Research Reserve (GBNERR).
The proposed site totals over 18,000 acres of lands and waters.
Federal financial assistance for operations, management, and development will be requested by the State of Mississippi.
These funds accompanied by the required state match will be used for basic program activities, including research and educational projects; and for construction of research and educational facilities.
The proposed GBNERR will be managed by the Mississippi Department of Marine Resources (DMR).
Appropriate Memoranda of Understanding are under preparation for portions of the site that are managed by agencies other than DMR.
Approval of this proposal would allow for the establishment of the Reserve representing the Louisianan biogeographic region.
The Reserve will be operated primarily for research and education purposes, particularly as a tool for improving coastal decision making.
No new regulations have been proposed pursuant to this action.
Traditional uses within the boundary will continue to be regulated by existing local

e and state laws and management policies.
Education programs will increase public awareness of estuar-l ine resources and their importance.
The research plan will establish a baseline monitoring program for the area, and encourage research projects consistent with the reserve's role as a natural field laboratory.
A copy of the FEIS/FMP is enclosed for your review.
