In accordance with Section G.4, Task Order Procedures, of the subject contract, this letter definitizes Task Order No. 3. This effort shall be performed in accordance with the enclosed Statement of Work and SCIENTECH's proposal dated November 14,1997, which is incorporated herein by reference. This letter reconfirms authorization provided to Elaine M. Richardson on November 18,1997, allowing SCIENTECH to begin work on Task Order No. 003 effective November 18,1997. q

~ NRC-08-97-302-003 h y. 4 of 9 TASK ORDER STATEMENT OF WORK b PROJECT TITLE: REGULATORY ASSISTANCE AND SUPPORT TO THE REGULATORY BODIES OF A SELECTED NUMBER OF c CENTRAL / EAST EUROPEAN COUNTRIES AND THE FORMER SOVIET UNION' \\ } TASK TITLE: Regulatory Assistance to Countries Operating Soviet-Design Reactors TASK ORDER: 003 Backaround L The Lithuanian State Atomic Energy Safety inspectorate (VATESl) was established in October 1991 following independence from the Soviet Union to provide state oversight of the Ignalina NPP (INPP) - which utilizes the two largest RBMK reactors ever built, namely the RBMK-1500. The responsibility for assuring the safety of the INPP now lies with the staff of VATESI. The new organization adopted many of the Norms and St ndards of the old Soviet Union but lacks the resources and technical infrastructure '.o fully implement all the old practices. VATESI I continues to face the difficult problem of trying to regulate and inspect against obsolete standards established by the former Ecviet Union - not all of which apply to ignt. lina. The Chairman of VATESI is Mr. Sautius Lias, the former Energy Minister. Mr. Kutas became the head of VATESI in mid-March 1997. NRC has been providing assistance to Lithuania't, regulatory authority, VATESI, for: developing model nuclear regulations and regulatory guides, developing inspection guides for site inspectors, developing a policy statoment oc 9egulatory Regimes, training in use of computer softwam, and conducting safety reviews of licensing issues raised in the recently completed Ignalina Saf7ty Analysis Report (SAR). Now working into the second year of its bilateral agreement with Lithuania, NRC is committed to support VATESI in assimilating and implementing the findings and recoi ancadations contained in the Ignalina SAR and in the Revinv of the SAR Report (RSR)in theirlicensing decisions. 1). Continue to develop a formal bases for regulating the INPP and improve the safety
inspection of ongoing plant operations,i i
2) Assimilate the findings of a recently completed in-depth ignalina SAR performed by the' consortium of; Vattenfall, AECL, Stone and Webster, and NIKIET funded by the European Bank for Reconstruction and Development (EBRD),
3) Asisimilate the findings of the RSR parformed by the consortium of: RISKAUDIT, GRS, IPSN, AEA-Technology, SCIENTECH, ANPA, Lithuanian Energy Institute, and Kurchatov Institute, and

~ 4) ' Monitor the NPP's Safety improvement Program and to complete the necessary safety

reviews leading to issuance of a license to operate the first unit at INPP beyond July of-1998.5 ~

Prior activities under separate contracting, has produced a pilot set of updated Norms and Standards, NRC modeled Inspection Guides, and a draft " Regulatory Regime Policy Statement" ~ guidance document for VATESl; This Task Order 003 continues to build on the prior work, and additionally, takes !ato account the recent findings and agreemords reached among western - -donor countries during the recent LAP Steering Committee meeting held September 10 - 11, 1997 in Vilnius. Objective - The propose of this task order is to incorporate recent LAP Steering Committee meeting findings and agreements. The proposed work r, hall focus on the particular areas for which the US has been assigned direct responsibility as a result of an understanding that was reached among VATESI and other westem donor countries during the meeting in Vilnius.- Inchnical and other _special qualifications reauired - These tasks shall be managed by Dr. John H. Bickel, current contractor program manager of - - the Lithuanian Assistance Program, and Mr; Randal Baker, project manager for the current task; Dr. Bickel shall be_ responsible for thu overall technical direction of the effort, and shall-

This technology transfer effort shall provide recommendations of how formal inspection procedures can be implemented and maintained in the future after the short term effort is completed. The contractor shall previde a consultant, Mr. Edward G. Greenman, to conduct an initial training session on basic NRC inspection methodology, followed by two onsite plant inspection workshops. Mr. Greenman's previous support in providing walk through demonstrat:ons on using the draft risk based inspection guides at INPP, and his extensive experience with both NRC and CEE inspection procedures make him ideally suited for this task. The initial basic inspection i.4 og shall begin with a one day meeting between Mr. Greenman L and Chairman Kutas in Lithuania on November 24. Mr. Greenman will be in Europe to participate in an IAEA sponsored IRRT mission in Bulgaria. The NRC will take advants.ge of his presence in Europe to meet with Chairman Kutas in order to docuss VATESl's overall training _ eeds and what must be first focused on, it shall be followed by a one week onsite wort %q n = which includss a typical pre-inspection " bag-triy' for the first traming inspection. This workshop Lis tentatively scheduled for December 1997, with the follow-on training inspection scheduled for. ' January 1998. The first training inspection shall focus on QA Program implementation. The second training inspection, tentatively scheduled for February 1998, shall focus on INPP's intemal Safety Evaluation Process. Each training inspection shall provide a demonstration cf _ the processes involved with planning, conducting the inspection, forma' plant discussion, and g L reporting and resolving comments, f 4 y b .-{ [

i-NRC 08-97-302-003 Page 7-of 9 During the training inspections, the consuitant shall identify areas where the draft insp6ction procedures require further modifications to be made plant specific inspectien procedures, as well as make recommendations on what steps are necessary to fully implement NRC-type - inspe: tion practices in Lithuania.- NOTE: The consultant shall be accompanied by an expert representative provided by the Slovak Nuclear Regulatory Authority. The representative, who is fully fluent in Russian, shall travel from home to Lithuania for the purposes of assisting with the pre-inspection workshop and working with VATESI site inspectors during the training inspections at INPP. The IAEA shall provide reimbursement of travel expens9s for the representative. Item 2:- Training of Lithuanian Organizations (VATESI, LEl, INPP) The contractor shall conduct formal classroom tmining for selected representatives of VATESI, the Lithuanian Energy Institute (LEI), and the !NPP on the technical contents and review findings of the Ignalina Unit #1 SAR in areas where the contractor had direct responsibility during the EBRD funded SAR project. These technical areas include: Single Failure Analysis Safety Evaluation of the Reactor Control end Protection System (CPS), Emergency Process Protection System (EPPS), and Interfacing of the TITAN Systern; Safety Evaluation of the Electric Power System, Specifically to include Undervoltage and Underfrequency Protection; and Non-LOCA Transient Analysis. Due to the lack of formal VATESI capability in regulatory l&C safety review methodology, and the urgency for providing practical assistance support to VATESI during its current licensing review phase, the contractor shall provide a detailed onsite training module. This module shall - contait, completed or reviewed samples of the Reactor CPS single failure analysis covering a range of postulated initiating euer,'s (PIES). Not more than 21 PIES shall be examined. These shall form the basia for training VATESI on how to conduct their own reviews in connection with future licensing efforts, such as RSR recommendations #1 & #6. Subsequent formal training shall consist of developing formal classroom lectures on the above subject matter, development and printing of course notebooks, and preparation of handout materials and overhaad slides. Contractor personnel who were engaged in the EBRD funded

NRC-08-97-302-.003 Page 8 of 9 -( SAR review effort shall utilize sections of the NRC Standard Review Plan in the l&C and accident analysis reviews. This systematic approach shall be an essential part of the formal training. Prior to oelivery of the training, the contractor shall provide the NRC Project Manager / Technical Monitor with a list of the specific training topics to be covered and course outlines foi their delivery.- The courses shall be delivered in Lithuania to facilitate transfer of information to as large an audience as possible. The soecific schedule for the delivery of these courses shall be coordinated with the steering committee of the western donors group. Level of Effort 752 Hours. Deliverables / Schedules The following listing of deliverables chall be required for the two new tasks defined above; Item 1 - Course Notebooks and Overhead Slide Packages associated with each of the Training Topics.- Item 2 - Course materials for basic training workshop, and formal draft inspection reports for training inspections conducted. l

~ NRC-08-97-302-003 Page 9 of.9 in addition to the major project deliverables noted above, monthly reports, due to the NRC Program Manager by 5:00 PM EST the seventh business day of each month, shall be provided throughout the duration of the effort.= The monthly report shall consist of; a) ' a narrative summary of accomplichments, identified issues, and actions underway to resolve the issues, and b) an update showing actual expenditures against the technicai estimate defined by the SOW.- - An origir,al, a hard copy, and an electronic copy shall be provided for all deliverables. NRC-Furnished Material None. Draft and Final Rerggla Draft Reports: Three weeks ofter each phase. Final Reports: One week after receiving NRC comments and not later than one month aner task completion. The contractor shall prepare formal trip reports for the NRC Office of Intematicnal Programs summarizing the results of all meetings and subsequent follow-up discussions with the European TSOs. The reports shall identify the agreed upon assistance efforts to be provided by the NRC and the European TSOs, in case the pace of training needs to be accelerated or stretched out because of special VATESI decision deadlines or constraints, the period of performance can be changed upon consultaticn with the NRC Program Manager, !}}
