BARRY KEENE MAJORITV LEADER May 29, 1986 Herbert Berkow Director Division of Standards and Special Projects U.S. Nuclear Regulatory Commission Washington, D.C. 20555

Dear Mr. Berkow:

I received a copy of the Draft Environmental Statement for the decommissioning of Humboldt Bay Nuclear Power Plant, Unit No. 3.

Local officials and concerned citizens in the area have long awaited its release and were dismayed to find that the public comment period is scheduled to end on June 16, 1986.

I urge the Nuclear Regulatory Commission to consider extending the public comment period for sixty days and I request a public hearing be held in the local area to allow maximum public comment. Seismic risks, fuel rod leakage and worker exposure are issues of enormous concern locally. As chairman of the California Legislature's Joint Committee on Fisheries and Aquaculture, I have specific concerns regarding the possible contamination of the adjacent marine environment and wish to have adequate time to review the DES thoroughly prior to submitting written comments, j

Given the enormity of the environmental consequences of decommissioning Humboldt Bay Nuclear Power Plant, I trust the NRC l will agree to provide the public with the greatest opportunity to l comment on the proposal.

Thank you for your consideration. l Sincerely, i l
