FINAL COMPLETION REVIEW REPORT FOR THE RIFLE, COLORADO, URANIUM MILL TAILINGS REMEDIAL ACTION PROJECT SITE rear Mr. Rael:

The U.S. Nuclear Regulatory Commission staff has completed its review of the U.S. Department of Energy's (DOE) Final Completion Report and associated documents pertinent to the Uranium Mill Tailings Remedial Action Project inactive uranium mill tailings site at Rifle, Colorado. These documents include Completion Report pages transmitted on April 1,1997, November 17,1997, _

and December 8,1997.

The NRC staff's review is documented in the enclosed final Completion Review Report (Enclosure 1) which discusses the staff's evaluation of the completed remedial action at the Rifle site against the requirements in the previously approved Remedial Action Plan and the Remedial Action inspection Plan. Based on its review, the NRC staff concurs that DOE has performed remedial action at the Rifle site in accordance with the approved plans and specifications with the exception of the selection and performance of groundwater cleanup program. DOE with NRC eparoval, has deffered this aspect of the remedial action to a separaie groundwater restoration pn, ram. I have 'herefore signed and enclosed the DOE Certification Summary (Enclosure 2) sigi../ying concur,ce in completion of the Rifle remedial action.
