) May 29, 1986 REPORT ON THE STATUS OF THE NEW HAMPSHIRE RADIOLOGICAL EMERGENCY RESPONSE PLAN Pursuant to the request made by the Board at the March 25-26, 1986 prehearing conference, the State of New Hampshire hereby submits its third report on the status of the New Hampshire Radiological Emergency Response Plan (hereinafter referred to as the

" State Plan" or "NHRERP").

On May 20, 1986 the Applicants served on the Board and the parties certain additional planning documents which had been submitted by the New Hampshire Civil Defense Agency (NHCDA) to FEMA on May 14, 1986. These materials consisted of pages inadvertently omitted from earlier submissions, and higher quality pnotocopies to replace certain pages.

Revision 1 or the NHRERP is due to be completed and suomitted to FEMA an or about June 4, 1986. This revision serves as a comprehensive update of the entire NHRERP, including state and local volumes.

The final report'of KLD Associates' Seabrook Station Evacuation Time Estimates and Traffic Management Plan Update will be among the materials included in the Revision 1 submittal, to be inserted as 8606040142 860529 (DR ADOCK 05000443 PDR hh

Volume 6 of the State Plan. As has already been reported, the NHCDA formally submitted the KLD Report, comprised of Progress Reports 1-7, as part of the NHRERP. These progress reports have now been compiled into a Final Report, which contains editorial changes needed to transform the progress reports into a single final report, and certain modifications which respond to comments made by state and federal reviewers.

The planning process continues with respect to all issues not addressed by Revision 1. The State is still reviewing the comments offered by PEMA through the RAC review and its report on the February 26, 1986 exercise, concerns raised by contentions filed in this proceeding, and suggestions made by interested state and local government officials. The NHCDA intends to complete the review of the questions raised to date by July 1, 1986. Throughout this review process, the NHCDA will continue to make all appropriate modifications to the NHRERP. Following the practice established after the March 25-26 prehearing conference, the Board and the parties will be provided copies of all new planning documents as the review and revision of the State Plan continues.
