Subject:

Operations Scrap Warehouse Ref.: _ Letter, J.B. Edgar.to M.F. Weber, Same Subject, dated December 3,1997 . Harry Felsher of your staffi in a telephone conversatica with Siemens Power Corporation (SPC) personnel on December 23, asked a number of questions pursuant to his review of SPC's request for a license amendment for the Operations Scrap Warehouse. The questions were informally answered during the conversation and are formally answered in the attachment to this letter. With the referenced letter SPC included tables discussing the results of normal and collapsed storage rack reactivity calculations. Also included with this letter are those tables revised to include powder density along with the container loading information. If you require further information, please call me at 509-375-8663. - Very truly yours, James, Edgar t ~ Staff Engineer, Licensing fg)y /pg ' Enclosures 9901150104 971230 " Pa A*J7 E.' R.. ~' _g_ , ~ e4 - 3 6. --.- 5 ~ 4 December 30,11997! Page 1 Attechmentf Q What powder ' density.was used in each of the' cases?. Response:? The powder density for each case can be obtained from the Information . provided. However to facilitate your review the powder density has been added to column l three of the attached table. O 2' What is the' difference between cases s3OOf 2sb.12.OOO and s500fsp.12.OOO? Response:- Case name s500fsp.12.OOO contains a typo. The correct case name is - s3OOfsp.12.OOO; As stated in the table originally provided, case s3OOf2sb.12.OOO includes half of the steel from the contciner_ wall. Case s3OOfsp.12.OOO includes half of ~ the steel from the pallets the containers' sit on but does not include steel from the container.L ll .- wa. - Q-3. How was the density of water in powder ca!culated. ' Response: The water content listed in the table is the wt.% water in a UO -H O mixture at 2 2 the given UO density. The formula used tc calculate this density is as follows: 2 ^ (g UO /1.wt.% H O) - g UO /cc = g H 0/cc 2 2 2 2 For example for 4.Og/cc UO2 powder with 2 wt.% water: 4/.98 24'=;O.0816 g H 0/cc 2 A standard SCALE 4.2 input for this mixture is as follows: uo2 '1 ; den = 4.0 1. 293 92235 5.0 92238 95.0 end h20.1 den = 0.081o 1.0 293 end 4 1 m 5 .g 4. .'0.-
