NRC ZION EMERGENCY PREPAREDNESS EXERCISE INSPECTION

Dear Mr, Brons:

On December 5,1997, the NRC completed an inspection of your emergency preparedness

- biennial exercise at the Zion Generating Station, Units 1 and 2. The purpose of this inspection

. was to evaluate the per'ormance of the emergency response organization during the exercise.

The enclosed report presents the results of that inspection.

Areas examined within your emergency preparedness exercise performance are identified in

the report. Within those areas, the inspection consisted of a selective examination of

procedures and representative record 6, observation of performance, and interviews with staff.

The objective of the inspection effort was to determine whether the Emergency Plan was

adequate and station personnel were capabla of implementing the Emergency Plan in

accordance with NRC requirements. Based on the results of this inspection, no violations of

NRC requirements were identified.

The exercise scenario was very challenging and included significant degrades to Unit 1 and

Unit 2 equipment. The Control Room Simulator crew effectively used procedures and

Technical Specifications in their well-coordinated responses to degrading plant conditions. The

Technical Support Center staff's responses were well-coordinated and effectively addressed

onsite protective actions as wel' as degraded equipment. Operational Support Center

management effectively used available resources and correctly understood changing pnorities.

Inplant teams were effectively briefed and debriefed on their assignments and associated

radiological concems. Emergency Operations Facility (EOF) responders effectively

communicated with State counterparts on offsite protective actions, offsite dose projections,

radiological curvey results, and tha status of degraded plant conditions. The possibility of

evacuatir.g the EOF was thoroughly assessed.

Post-exerciso critiques were self-critical and comments providei by controllers, evaluators, and

. participants were constructive. The deficiencies noted by the controllers and participants were

consistent with the NRC's observations. The overall self assessment was effective.

in summary, the emergency response activities observed during ihls inspection were effective.

Simulated events were accurately diagnosed, proper mitigation actions were performed, and

offsite agencies were notified in a timely manner. Interfacility transfers of command and control

of event response were orderly and timely.
