'NFORMATION DEUBERATELY PROVIDED TO THE NRC REGARDING THE EMERGENCY FEEDWATER SYSTEM VALVES AT MAINE YANKEE (1-96440)

I have completed a review of the documents transmitted with your memorandum. You
. requested a staff review of the documents for odditional safety / technical concerns relative to the staffs earlier onolysis of the amergency feedwater system (EFS) documentation. The specific documents I reviewed were the "Monocement Review Board" report dated May 2.1995, and o
- Nuclear Oversight Committee
- report including a grid dated January 16,1995. Both documents oddressing the EFS event.
First, the Monogement Review Board (MRB) Report:
The issues discussed in the report invoMng the Secondary Component Cooling (SCC)
Volves. SCC-A-460 and SCC-A-461 were independently reviewed by the NRC and documented in NRC Inspection Reports 50309/9507 and 50309/9510. A Notice of Violation (NOV 50-309/95-1001) was subsequently issued by the NRC. The MRB report i -
oddressed similarttles between the EFS and SCC volves. In NRC Inspection Report 50-309/95-07. the inspectors were aware of the various documents reviewed and discussed in the MRB's report; the technical evoluotion (TE 29094) and the close out plan (COP 95-008). NRC's o0 toiled review and closure of Moine Yankee's response, including long term corrective acians to oddress the Notice of Vlolation is yet to be completed.
That review would involve a detoiled review of the MRB ond the Plant Root Cause f
Evoluotion (PRCE #190). Based on my knowledge of the issues surrounding the EFS and SCC volves. I do not see any additionel safety or technical concerns in the MRB report, Second. the Nuclear Oversight Committee (NOC) report and grid:
- I did not identify any safety or technical significant information in the NOC report ond grid, however I do not understand what is meant by the following statement in the remorks column of the second row on page 7 of 10 of the grid. 'These problems are
- giveoways" to any NRC inspector who wolks down the event.'
In summary, while the issues contained in the documents relate to the EFS volves there oppears to be no odditional sofety or technicot concerns presented. NRC inspection activities had identified the safety and technical problems with the similar SCC volves in 1995. and the NRC had token regulation action (Citoiion) ogainst Moine Yankee, separate from that involving the EFS volves. However, the terminology of " giveaways" used in the NOC grid is confusing and i
could be construed as not wanting to be forthright with NRC inspectors. This moy need to be CASENO.
