98 EC 11 Pl2:36 Since June 1986, Mr. Guilfoil has effectively managed the contract project through follow-on contracts to the present. During this time, his performance has been outstanding and is commended for a job well done. Mr. Guilfoil ensured that many task proposals were prepared in accordance with established government contract procedures. The high quality of this foundation work was fundamental to the success of the projects managed by Mr. Guilfoil.

He consistently ensured compliance with the NRC's Statements of Work and the technical approach stated in the contract. He was very effective in tracking the cost against technical progress through a detailed review and analysis of each task order, preparing the Monthly Letter Status Report to the NRC, resolving performance problems associated with any task order, communicating frequently with the NRC's Project Officer ara Technical Monitor as well as others, and documenting substantive action items to keep the project on schedule, within cost limitations. He set an example as a certified NRC Operator Licensing Examiner to ensure that each contract examiner under his direction exhibited the highest level of integrity and quality in performing examination task orders.

We are very pleased with the overall quality of the work and the reliability of Sonalysts, Inc. to meet the needs of the NRC during the period of performance, and commend Mr. Guilfoil on his expertise and management of this important NRC Program to Support Regional Operator Licensing Activities.
