' On September 12,1997, the NRC completed an inspection of the radiation protection program

at your Byron Generating Station, Units 1_and 2. The enclosed report presents the results of

that inspection. During the radiation protection (RP) planning for the steam generator

replacement project your staff properly considered the radiological hazards associated with the

project. We also observed good communications and coordination between the station RP

group and the Bechtel RP personnel,

However, two violations were identified during the inspechon. The first violation was identified

,

by the inspector and concemed a failure to properly adhere to required procedures when a

worker crossed into a contamination area without the proper protective clothing. The second

,

i

violation concemad an example of failing to post a radiation area and an example of failing to

,

j

post a high radiation area in accordance with the regulations. In both of these examples a -

-

worker moved boundaries to a posted high radiation area.- Although identified by you, this

violation is of concem because corrective actions for previous high radiation area control

problems do not appear to have been effective.

-The NRC has concluded that information regarding the. reason for the first violation, the .

corrective sctions taken and planned to correct the violation and prevent recurrence, is already

,

adequately addressed in the subject inspection report. Therefore, you ars not required to --

respond to the first violation discussed in this letter unless the description therein does not

.

accurately refleci your corrective actions or your position in that case, or if you choose to

.

' provide additional information, you should follow the instructions specified in the enclosed

However, you are required to respond to the second violation discussed in this letter and should

follow the instmetions specified in the R :losed Notice when preparing your response. The
