SUBJECT:

STATUS OF OFFICE OF NUCLEAR REACTOR REGULATION PROBABILISTIC RISK ASSESSMENT TRAINING PROGRAM Recently, the Commission endorsed a policy of moving the regulatory process toward a greater use of risk insights in decision making. The NRR staff has been involved in many initiatives directed toward achieving this goal of risk informed regulation. In a staff requiremente memorandum (SRM) of June 5,1V97, the Commission directed the staff to provide "information on its plans for training NRC staff 1) on the risk informed regulatory approach (es) contained in the regulatory guidance and Standard Review Plan documents and 2) in overall PRA methods and techniques " In response to this SRM, the staff outlined a PRA training plan in SECY 97 234, " Quarterly Status for the Probabilistic Risk Assessment implementation Plan," dated October 14,1997. This memorandum describes the status of this NRR PRA training program.

9ACKGROUND:-

The intent of the PRA training program is to support the overall objective that NRR personnel have an understanding of PRA applications and perrpective on the use of risk insights in the regulatory process. Therefore, to support risk informed regulatory initiatives and increased use of PRA analyses within the Office of Nuclear Revlor Regulation, the staff has committed to the following program as outlined in SECY 97 234:

on the PRA policy statement, the scope of risk informed regulation, staff expectations, staff responsibilities, and acceptance guidelines.

have all NRR technical staff complete the P 105 course by the end of fiscal year 1999.

STATUS:

Based on NRR staf0ng as of December 11,1997, it was determined that, of the $25 technical staff members,92 would require technical manager PRA training (i.e., the P 107 course) aM 433 would require i taff level PRA training (i.e., the P-105 course). Clerical staff, licensing ashistants, and members of the Administration (PAD'" Planning & Resources Analysis (PPRB),

and information Management (PIMB) branches oi % aspection and Support Programs Division were considered exempt from PRA training requirements.

Risk Informed Raoulation Seminar:

Five at minar sessions have been conducted at NRC Headquarters since July,1997. The format of these two-hour sessions allowed adequate time for staff questions and interaction among the participants. Over 80% of the technical staff have completed the seminar or equivalent training', in order to facilitate make up training for the remaining staff, one additional session will be held in enri/1998. Videotapes of the seminar presentation are also available to staff members who have not yet received this training and wid be unable to attend the make up :ssion.

In order to introduce Regional personnel to the current risk informed initiatives, the seminar has been offered to all Regional Offices to be held during their penodic counterpart meetings. To date, SPSB staff have presented the seminar to Division of Reactor Safety (DRS) and Division of Reactor Program (DRP) personnel in Regions I, Ill, and IV. SPS9 is currently in the process of scheduling a seminar for Region ll during their planned February,1998 counterpart meeting.

PRA Trainino for Technical MannagIs As of December 15,1997,20% of NRR technical managers have completed the P 107 course. Additionally, another 27 technical managers have registered for upcoming offerings of P-107 during fiscal year 1998'. The current schedule for no P.107 course is as follows:

The P-105 schedule can accommodate up to 175 students. At current NRR staffing

- levels, at least nine additional course offerings will be required for fiscal year 1999 in order to meet the planned training goal.

It should be ncted that the basic PRA training courses held prior to October,1997, have not included discussions on the risk informed regulatory guidance documented in the RGs and SRPs. Therefore, the approximately 30 staff members who have completed basic user PRA training prior to this date, will need to be trained on these documents.
