Dear Ms. Beckman:
In accordance with Section G.5, Task Order Procedures, of the subject contract, this letter definitizes the subject task order modification which reduces the level of effort and extends the period of performance through March 15,1999. The effort shall be performed in accordance with the enclosed Statement of Work (Changes indicated by highlights).
As a result of the subject modification, the cost ceiling and obligated amounts for the subject task order are hereby reduced by $76,370.79, from $170,612.22 to $94,241.43. The total cost ceiling is composed of $91,274.99, which represents the estimated reimbursable costs, and the amount of $2,966.44 represents the fixed fee.

BACKGROUND
,On August 14 1996 a confirmatory order was issued requiring com l tion of an Independent Corre tive Acton pe c
i i Varification Program (ICAVP) before restart of any Millstone unit. The order directs the licensee to obtain the services
- of an organization, independent of the licensee and its design contractors, to conduct a multi-disciplinary review of l Millstonn Unit 2. The review is to provide independent verification that the licensee's Configuration Management Plan
' has idsntified and resolved existing problems, documented and used licensing and design bases, and established
- programs, processes and procedures for effective configuration management in the future.
! The NRC's ICAVP oversight staff will perform a number of tasks to ensure that the licensee's configuration management l corrective action programs, and the ICAVP, have been effectively implemented. These tasks include the (1) review and
! approval of the contractor, and individual contractor specialists, selected by the licensee to perform the ICAVP; (2) review
!and approval of the contractor's audit plan for performing the ICAVP; (3) independently assessing the licensee's J
] implamsntation ofits configuration management corrective action programs; (4) assessing the performance of the ICAVP i contractor's implementation of the ICAVP; (5) monitoring the contractor interactions with the licensee as specified in the l approvrd communication protocol to ensure continued independence from the licensee; and (6) evaluating the adequacy l of ths liccnsee's corrective actions, and their implementation, including corrective actions developed in response to the iICAVP contractor's findings and recommendations, and the findings from the NRC's ICAVP oversight. Each of these l tasks will require engineering support to varying degrees.

! enginser, one instrumentation and controls (l&C) design engineer, one electrical design engineer, and one piping design j engineer) in the performance of inspections to provide oversight of the ICAVP contractor (Parsons Power Group Inc.)

At the completion of Tasks 2 and 4 (prior to the inspection team'c debriefing the licensee), the contractor's specialists shall provide a summary of their inspection findings to the NRC Team Leader. The format and scope shall be as directed by the NRC Team Leader. Typically, this input will consist of a handwritten summary of the specialist's inspection findings.
At the completion of Tasks 3 and 5, the contractor shall deliver the finalinspection report input (feeder report) to the NRC

As a minimum, each specialist's report input shallinclude the following:

- NOTE: The contractor is not required to undertake any further efforts toward report finalization. For example,
- management review of the feeder report beyond its submittal to the NRC Team Leader and Project Manager is not ineeded.
Business Letter Report
- The contractor shall provide monthly progress reports in accordance with the requirements of the basic contract.

The contractor's staff shall coordinate all travel arrangements in advance with the NRC Team Leader.
NRC FURNISHED MATERIAL Documents required to prepare for the inspection will be provided by the NRC Team Leader.
OTHER APPLICABLE INFORMATION The work specified in this SOW is 100% licensee fee recoverable. The contractor shall provide fee recovery information in the monthly progress reports in accordance with the requirements of the basic contract.
The contractor's specialists assigned to this task order will have to be badged for unescorted access privilege at the plant site. The contractor shall provide all documentation required for badging (as identified by the NRC Team Leader) at the plant site. Questions conceming badging and the plant site access shall be addressed to the NRC Technical Monitor.
