Reference 1: Temporary Autnorization (TA0100104) issued by the D:partment of Environmental Protection dated September 15,1997.

Reference 2: Letter Dil404 from S. Scace to J. Grier dated September 2,1997, MILLSTONE STATION NPDES PERMIT No. 00032H REOUEST TO EXTEND TEMPORARY AUTilORIZATION FOR FUI.L. SCALE TESTING OF IIYDRAZINE TREATMENT AT DSN011B-6 As previously discussed with you on October 8,1997. Northeast Nucit u inergy Company (NM6CO)is seeking extension of the Tempor:4ry Authorization (Reference 1) from October 15, N97 to November 15,1997 to conduct test treatment of wastewaters within its Condensate Polishing facility (CPF) Waste Neutralization tanks at Millstone Unit 2. As discussed with you, NNECO is also seeking clarification that the Temporary Authorization allows NNECO to discharge the referenced test chemicals (hydrogen peroxide, sodium hydroxide, and magnesium sulfate) via DSN001B 6 into the circulating cooling water system DSN00lB.

While NNECO has developed the hydrazine test methodology and associated draft Unit

procedures, review and approval of the procedure will require additional time prior to actual test l treatment. Accordingly, an additional thirty riays is being requested to proceed with testing.
