1.0 - PURPOSE V
1.1 The purpose of his Section is to define the roles and respons!bilities of the Assistant Operations Manager.
2.0 GENERAL 2.1 The Assistant Operations Manager is responsible for all matters relating to the operations Department shifts. In addition, he will determine the unit's day to day operations priorities based on recommendations and input from Operations, Chemistry, Health Physics, Maintenance, and Technical Engineering to ensure safe, reliable, cost effective and efficient plant performance.
2.2 The Assistant Operations Manager sha!! have held a Senior Reactor Operator's license for a boiling water reactor. If the Operations Manager does not hold a Senior Reactor Operators license for Millstone Unit 1 then the Assistant Operations Manager will hold a SRO license for Millstone Unit 1.
2.3 The Assistant Operations Manager reports directly to the Operations Manager.

2.4 The Operations Shift Managers report directly to the Assistant Operations Manager.
G.L RESPONSIBILITIES 3.1 The Assistant Operations manager is responsible for the safe operation of the unit's equipment per approved procedures.
3.2 The Assistant Operations Manager assumes the responsibilities of the Operations Manager when necessary.
3.3 The Assistant Operations Manager has the following additional duties and responsibilities:
3.3.1 Direct the activities of the Operations Shift Managers to ensure that approved operation procedures and practices are followed and the required quality and quantity of work is achieved.
3.3.2 Order the shutdown of the reactor when, in his judgment, such action is required to protect the safety of the station or the p
health and scfety of the public.

3.3.4 Implement mechanisms to enable Operations personnel to comply with the requirements of this Manual in a safe and efficient manner.
3.3.5 Develop and prepare procedures, and instructions to ensure safe and reliable operation of plant equipment and systems.
3.3.6 Ensure the plant is operated in accordance with applicable:
Regulatory requirements Safety requirements Company requirements for Operations ALARA concepts Good operating practices Procedures 3.3.7 Provide Millstone Unit 1 operations interface with representatives of the NRC, INPO, and other industry organizations.
3.3.8 Ensure required operational testing is performed in a timely and proper manner.
3.3.9 Implement Performance management for the Operations shift managers in accordance with performance planning and the LINKS program.
3.3.10 Provide Operations department senior management observations of student performance on the simulator.
3.3.11 Provides qualified OJT trainers and evaluators for all training programs and monitors the effectiveness of these programs through the OJT/E observation process.
3.3.12 Act as a member on the Curriculum Advisory Committee and alternate member on the Training Advisory Committee.
3.3.13 Performs the Supervisor's Assessmer".of Training.
3.3.14 Approves training program content as CAC member.

INPO, and NRC assessment criteria in order to identify issues and ensure performance improvement.
3.3.19 Promote good housekeeping by periodically inspecting plant areas.
3.3.20 Promote safe working conditions and practices for Operations Department personnel by ensuring that Operations personnel receive proper instruction in the maintenance of tools, equipment, and industrial safety.
3.3.21 Ensure that operators receive training in and adhere to appropriate radiological protection procedures and ALARA principles.
3.3.22 Ensure that the qualification status of Operations personnel is sufficient to support station operations.
