Dear Dr. Paperiello:
In accordance with 10 CFR Part 76, the United States Enrichment Corporation (USEC) hereby submits twenty (20) copies of Revision 21 (December 15,1997) to USEC-01, Application for United States Nuclear Regulatory Commission Certification, Paducah Gaseous Diffusion Plant.
Revision 21 incorporates changes to the Emcrgency Plan, Fundamental Nuclear Materials Control Plan (FNMCP), Physical Protection Plan, Transportation Security Plan, and Classified Matter Protection Plan that were implemented during the period June 13,1997 to December 5,1997. The changes to these programs and plans have been reviewed in accordance with 10 CFR 76 and have been determined not to require prior NRC approval. Revision bars aie provided in the right-hand margin to identify the changes. Revision 21 was implemented effective December 15,1997.
Revision 21 of the FNMCP, Transportation Security Plan, and Classified Matter Protection Plan contain certain trade secrets and commercial and financialinformation exempt from public disclosure pursuant to Section 1314 of the Atomic Ettergy Act of 1954 (AEA), as amended, and 10 CFR 2.790 and 917(a)(4). In accordance with 10 CFR 76.33(e) and 2.790(b), Revision 21 to these plans is being
. submitted under separate cover (USEC Letter GDP 97-0222).
The Physical Protection Plan prepared pursuant to 10 CFR 76.35(j), contains Nadonal Security-Information and/or Restricted Data. This document is also considered to be proprietary commercial and -
' rinancial information pursuant to 10 CFR 2.790(d)(1). In accordance with 10 CFR 76.33(e),2.790(b),
