January 5,1998 CHARMAN Mr. Kaname Ikeda Director General Nuclear Safety Bureau Science and Technology Agery 2 21 Kasumigaseki Chiyoda-ku Tokyo 100, Japan

Dear Director GeneralIkeds:

Thank you for your letter of November 25,1997, proposing the assignment of Mr. Kazuo Shimomura to NRC for a 12-month period, it was my pleasure to meet with you when I was in Tokyo in October to sign the renewal of the NRC STA " Arrangement for Cooperation in the Field of Nuclear Regulatory Matters and Nuclear Safety Research and Developm.ent." An important benefit of our cooperation under the Arrangement is the exchange of our technical staffs. Mr. Shimomura's technical experience is being reviewed and an assignment proposal will be developed for STA's consideration. Tentatively, NRC will schedule his assignment to begin in April 1998. The NRC contact for his placement is Kevin Burke, Office of Intemational Programa (Tel. 301-415-2317; e-mail kdb@ nrc. gov), who has worked with Mr. Shimomura in the past on NRC-STA bilateral cooperation implementation.

Sincerely, Shirley Ann Jackson
