SUMMARY

OF SEPTEMBER 24,1998 MEETING WITH THE NUCLEAR ENERGY INSTITUTE (NEI) REGARDING CONTROL ROOM HABITABILITY On September 24,1998, representatives of the Nuclear Energy Institute (NEI) met with

. representatives of the Nuclear Regulatory Commission (NRC) at NEl's offices in Washington,

- D.C. Attachment 1 provides a list of attendees.

The purpose of the meeting was to discuss (1) the results of the prior day's meeting of the NEl Task Force on control room habitability; (2) how NEl perceived the issues discussed at the July 16,1998, NEl/ Nuclear HVAC Utility Group (NHUG)/NRC workshop on control room habitability; and (3) the manner in which the Task Force was intending to proceed. The previous day's meeting had resulted in the Task Force identifying six areas of discussion with the NRC.

These areas were safety / risk, licensing / compliance, analytical methods, HVAC testing, direct operator protection, and configuration control / procedural controls. NEl provided their perspective on the safety / risk associated with control room habitability, the analytical methods utilized in the calculation of releases and control room operator dose calculations, licensing and compliance issues for older versus newer plants, lessons learned from tracer gas testing of control room envelopes and the operational and maintenance practices which could be implemented to maintain envelope integrity. Direct operator protection actions such as protective clothing and Potassium lodide tablets were also discussed along with configuration controlissues. NEl indicated that the Task Force would be meeting again within a couple of weeks to decide on their course of action. In the meantime, they stated that thcy would transmit

- a letter to NRC management indicating that they intend to pursue a resolution plan on control room habitability.
