Dear Congressman Wamp:

1 I am responding to your letter of November 9,1998, written on behalf of your constituent Paul E. Knapp, a Nuclear Regulatory Commission (NRC) employee who works at the NRC Technical Training Center in Chattanooga, Tennessee. Mr. Knapp and some of his co-workers have expressed concerns regarding a possible relocation of the Technical Training Center from Chattanooga to NRC Headquarters in Rockville, Maryland.

The NRC is currently considering a consolidation of its training functions under a single organization in conjunction with agency streamlining initiatives. No decision to close the i

Chattanooga training facility or to relocate its employees has been made at this time. Any such decision would need to be mado deliberately and only after careful consideration of a number of relevant factors associated with facility closure and relocation, such as programmatic, financial, infrastructure, timing, and staffing considerations. A decision would have to be made wellin advance and carefully sequenced to provide sufficient notice to employees involved.

, During the FY 2001 budget cycle, the NRC plans to carefully evaluate its resources as agency streamlining continues. The benefits of continuing our technical training operations at the 4

Chattanooga location will be carefully examined as part of that process. We will be working j

dosely with Technical Training Center personnel and will be gathering information from them throughout this process.

I am providing a copy of this letter to Mr. Kenneth A. Raglin, Director, Technical Training Division in Chattanooga to share with Mr. Knapp and other members of the training staff.
