'PD R From Chwryl Trottier Tot ant start 3/5/97 Dues 3/10/97 Subjects Tri-med susie Hoffman called. They would like a letter explaining why the rulemaking is being further delayed. Please check with Mike Lesar to make sure this is okay. Explain the schedule and how congressional Affairs asked for it and then sent it to the congressman. If he agreos that a letter can be sent, I would like you to draft up something that addresses the complexity of this rulemaking, that this is not a minor issue even though they may believe it is since it affects the Agreement States as well, and you should also explain something about NRC's policy on human use. The letter should also state that even with a direct final rule, there is always the possibility that we would have to delay finalising the rule if comments are received, and that the schedule we sent to congressional Affairs ',since we never sent the schedule to them directly) did not incluca the additional time for comments. It should be for Bill's signature. Thanks However, I believe there is a significant issue regarding whether an OMB clearance is reatly needed as indicated in the note I left you. Therefore, you should obtain an answer from Brenda on this issue.
