SUBJECT: NRC INSPECTION REPORT 50-285/98-26 AND NOTICE OF DEVIATION

Dear Mr. Gambhir:

- From November 31 through December 4,1998, a radiation protection inspection which focused
on the ALARA program activities was conducted at your Fort Calhoun Station reactor facility.
The enclosed report presents the scope and results of that inspection.
In general, the radiation protection program was effectively implemented.
L Based on the results of th'is inspection, certain of your activities appeared to deviate from your
commitments in response to NRC Bulletin 79-19, as specified in the enclosed Notice of
- Deviation (Notice). We are concerned about the deviation because it reduced the frequency of
i
your quality assurance oversight of the solid radwaste transportation program. The deviation is
cited in the enclosed Notice of Deviation (Notice) and the circumstances surrounding the
deviation are described in detail in NRC Inspection Report 50-285/98-16. The NRC has
concluded that information regarding the reason for the deviation, the corrective actions taken
and planned to correct the deviation and prevent recurrence are already adequately addressed
on the docket in the enclosed inspection report. Therefore, you are not required to respond to
this letter unless the description therein does not accurately reflect your corrective actions or
your position. In that case, or if you choose to provide additional information, you should follow
the instructions specified in the enclosed Notice.

enclosure (s), and your response will be placed in the NRC Public Document Room (PDR).
