Dear Mr. Bowling:
i In a June 5,1998, letter, Northeast Nuclear Energy Company requested a license amendment i
to revise the Millstone Unit 3 licensing basis related to the steam generator tube rupture (SGTR) analyses. The SGTR analyses described in the Final Safety Analysis Report includer an offsite dose analysis and a margin to overfill analysis. Both of the analyses have been updated. The offsite dose analysis was updated to reflect a larger capacity for the steam generator atmospheric dump valve, and the margin to overfill analysis was updated to reflect a j
new single failure.
i In the June 5,1998, submittal, you stated that a second-dose analysis was performed using the larger flow capacity for the failed open atmospheric dump valve and the current 30-minute isolation time. Provide the assumptions used and the results for the second-dose analysis.
By letter dated September 10,1998, the staff requested additional information. As discussed with George Papanic of your staff on December 2,1998, the staff requires the additional information described above. to complete its review. A mutually agreeable target date of January 15,1999, for your response was established for both requests. If circumstances result in the need to revise the target date, please call me at the earliest opportunity.
