Dear Mr. Modeen:

As discussed in previous meetings with Mr. Fred Emerson of the Nuclear Energy Institute (NEI) staff, the U.S. Nuclear Regulatory Commission (NRC) is providing the attached draft fire protection regulatory guide outline for industry review and comment. As you are aware the development of a comprehensive regulatory guide for fire protection at nuclear power plants was approved by the Commission in a staff requirements memorandum dated June 30,1998.

The NRC staff with technical assistance from the Pacific Northwest National Laboratory (PNNL) has prepared the attached draft outline to be used for the development of the comprehensive regulatory guide. It is requested that NEl co' ordinate the industry review of the attached draft outline and provided detailed comments concerning the topics addressed in the outline and any additional topical areas that industry believes warrants specific regulatory guidance. In order to achieve the September 1999 schedule directed by the Commission for the issuance of the guide, NEl is requested to provide comments to the NRC staff within 60 days. Following the receipt and staff review of the industry comments, the NRC staff will schedule a public meeting with you to discuss the comments received from industry.
