REVIEW Or REouESTS rROM AcREEMENT STATES Or PROPOSED LICENSE TERMINATIONS We have completed our review of the State of New Mexico's request to terminate their Radioactive Material License, ;4M.GUL.IX.00 A r.opy of our review is enclosed for your information.
Based on our experience with this review, we feel the protocol you suggested is too complicated for these types of requests.
We believe it would be more appropriate to have the states directly request URF0 review cf proprosed active license terminations.
They should provide us the results of their review, and we would make a determination of compliance with 10 CFR part 150.
We will send the state the results of our review and keep the Of ce of State Programs and the Regions apprised of our actions.
For difficult or unusual cases, the states should be encouraged

to contact URF0 early in their review so we can work with them throughout the process.
In this way, we should be able to avoid situations where requests for termination might be denied by us after they have been approved by the State.
Accordingly, we recommend that the affected Agreement States be informed of the above procedure and encouraged tc contact URF0.
