NEW MEXICO REQUEST l l New Mexico has requested NRC comments regarding termination of the license for Gulf Mineral Resources Co. Ion Exchange Facility in New 1 Mexico. (Attachment 1) UMTRCA requires that NRC approve such license l terminations, The possibility of license termination requests from uranium milling firms was discussed at our meeting with the mill States in Denver, in January of this year. It was noted that formal guidance or policy has yet to be developed by NRC for handling such uranium mill license termination requests. As an interim measure, we recommend that some form of the procedures suggested in the Denver meeting be specified. See Attachment 2, protocols A and B. also sumarizes the NRC reservations of authority shown in 10 CFR 150. We believe it is unlikely that a response to New Mexico by June 15 can be made as requested and we will so notify New Mexico. Please let us know the date for completion of the review. I believe it is desirable that New Mexico and NRC coordinate their actions regarding termination of the license. We expect several more such requests in the near future and believe it necessary to specify a protocol at this time so as not to cause unnecessary delays in the process.
