URANIUM MILLS AND TAILINGS g

In recent discussions between New Mexico's Radiation Protection Bureau and our State and Governmental Affairs Staff, we have learned that the State is in the process of earmarking certain programs whereby State funds could be conserved, at minimal impact to the State, by returning regulatory oversight of the programs to the Federal government.

The regulation of uranium mills and mill O-tailings in New Mexico is one such program.

The reasons for this activity at this time are the serious shortfalls in State revenues ($80 million this year and $100 million projected for next year) that are caused by the generally depressed condition of the mining and the energy industries.

We understand that any such programs identified may be considered for possible i

return to Federal regulatory control during the next State legislative session beginning in January 1986.

Should that occur, we believe there could be substantial impact on URF0 and on inspection resources for uranium mills and tailings. We will keep you informed of any progress on this issue as we obtain new information, p
