JAN ? 1 1986 MEMORANDUM FOR:
Victor Stello, Jr.
Acting Executive Director for Operations FROM:
James M. Taylor, Director Office of Inspection and Enforcement
SUBJECT:
EXCHANGE OF CORRESPONDENCE BETWEEN THE GOVERNMENT OF THE FEDERAL REPUBLIC OF GERMANY (FRG) AND THE NRC e
Final arrangements for the NRC to rely on the FRG Bundesanstalt fur Material-prufung (BAM) and TUV-Berlin as an agent for inspection of spent fuel dry storage casks manufactured in the FRG have been completed.
Details are included in the enclosed Foreign Trip report dated December 23, 1985. The next step requires that NRC and the FRG BAM exchange letters describing their individual undertakings. The NRC letter is enclosed for your signature. The letter which we expect to receive back from the FRG BAM is also included. Once we receive that letter, we will approve the General Nuclear Systems, Inc.,
" Quality Assurance Topical Report for Dry Spent Fuel Storage / Transport Casks Manufactured in the Federal Republic of Germany for Use in the United States" and we expect that it will be referenced in Part 71 or 72 applications.
For your information, Mitsubishi Heavy Industries is exploring a similar arrange-ment for Japanese-manufactured casks. These initiatives are expected to reduce requirements for NRC staff foreign travel and U.S. utility costs for foreign travel.
