REQUEST FOR ADDITIONAL'INFORMATION REGARDING THE-PROPOSED REVISION TO TECHNICAL SPECIFICATIONS DATED MAY 5, 1997 (TAC N0. M98678)
Dear Mr. Carns:
By letter dated May 5,1997, Northeast Nuclear ' Energy Company submitted a proposed revision to the Millstone Unit S Technical Specifications. Technical Specification -(TS) 4.8.4.1 requires periodic testing,of low voltage circuit breakers for all~ containment penetration conductor overcurrent protective devices.
The proposed amendment would modify the requirements for determining operability of the hw voltage circuit-breakers by using the manufacturer's curve of current.versus time to test time delay trip elements, clarify the use
'of two poles in series testing, and expand the TS Bases description of the subject tests. The NRC staff _has reviewed the proposed revision and requests that additional-information be submitted in order to continue its review.
You are requested to provide the NRC with answers to the enclosed questions.
Please respond to-the this request for additional-information expeditiously in order for the staff to complete its review in a timely manner.

-Long-Time and Short-Time Trip Delay Testing (a)
Please submit the representative station procedure (s) responsible for the testing of the air circuit breakers, molded case circuit breakers, and unitized starters under TS Surveillance 4.8.4.1.a.2.
(b)
Please cite other examples where the TS Bases.are utilized to contain exclusively the acceptance criteria and test parameters for surveillance requiiements.
(c)
Discuss its implementation of functional tests for breaker operation versus the testing of.the. breaker components.

Two Poles in Series Testing (a)
Please provide the technical basis for the change in sampling methodology given the indication of a breaker failure (i.e.,
single pole test failure).
(b)
Under the current TS surveillance wording, a breaker found inoperable with the instantaneous element on one pole out of calibration shall be restored to operable status prior to resuming operation.
Please justify resuming plant operation in the case where one pole is out of calibration on the tested molded case circuit breaker.
3.
For the above questions, please address the potential for common mode failures (i.e., exceeding specified tolerances) during operation.
