MAR 1 1 1975 TCox Docket Nos. 50-460 and 50-513 T. Ippolito, Chief. Electrical, Instrumentation and Control i
Branch, DTR l
WNP-1,4 CCHSTRUCTION PERMIT - SER INPUT TO LPM The January 30, 1973 memorandum providing EI&CS Branch SER input on WNP 1,4 lists nine items as outstanding and 12 areas requiring l
i l
additional information, for a total of up to 21 outstanding or unreviewed issues.
Because of the large number of outstanding issues and aree.s where your review is not c;mplete, I consider that Milestone 24-22, Safety Evaluation Input from EI&CS Branch received, has not been completed.
Our guidelines, in accordeoco with current staff policy (RLOP 706, 1-27-75), call for consideration of slipping an SER date if there are a total of six outstanding issues (requiring resolution prior to issuance of, in this case, a CP.) Therefore, I am recommending a delay in the issuance of the SER in order to complete outstanding CP issuen and the evaluation of the additional information which the applicant has furnished at your request.
i Of your list of nine outstanding items, Items 1, 6, 7 and 8 of your list cover issues which were not required to be complete before i
issuance of the Bellefonte CP's (Bellefonte is the lead B&W 205 FA facility for this WNP-1,4 facility). I recommend they be similarly l
treated on this application.
As of February 20, 1975, the applicant had responded in all of the 12 i
areas where you requested additional information. Many of these requests were communicated to the applicant by phone after issuance of Round 2 requests and positions. I understand you had intended to obtain this additional information in a more " generic" mannar on j
the 5-SAR-241 project and that cancellation of that project resulted l
in your desire to obtain the information on this docket. Based on l
only a cursory review of the applicant's responses, I believe that at least information request areas 2, 3, 6, 7 and 10 are reconciled.

t 4 With respect to the 3 Potential Problem Areas you have raised, areas 1 (Qualification to IEEE STD 323-1974) and 3 (The B&W ccrnatorized portions of their RPS) are covered by your outstanding Issues 6 and l
l 1 respectively. Area 2 (no prior qualification of a 6800 kW diesel i
generator) is not identified as an outstanding issue nor have tou requested further information on this matter. Do you wish to have this identified as a post CP follow iteet, or do you feel this matter can be reserved for review during the OL staget Tour request for additional review time to complete the EICS contribution to the SER supplement is now inappropriate since applicant responses to all EICS concerns were docketed 2/20/75, covering the i
approximately 39 requests for information transmitted to the applicant by telephone on 1/14/75 and 1/22/75.
,A.oncerted staff effort will be made to recover the WNP-1,4 reviev 7
schedule to the extent that SER publication and ACRS meeting is slipped only one sonth even though complistion of staff review is now planned approximately two months after the original schedule (1/23/75).
Docummuted cargletion of your review of all applicant responses will be requested by 4/3/75, in the form of a revised SER input to RL.
The completed TR review and revised SER input will be utilized to publish a relatively " clean SER on approximately 5/5/75.
Your cooperation and personal attention is requested in this "secoad
effort to minimize the WNP-1,4 schedule slip. Please notify me immediately if you are unable to meet the 4/3/75 completien data requested.
