Significant points discussed are sucunari=ed below:

7 1.0 WPPSS_ Introduction and Genersi Description L. lhanphreys, Deputy !!anaging Diractor for WPPSS, described the applicants organization an1 function, its relationship with its rannber utilities, and the nuclear power plant experience of their personnel. He described the WPPSS quality assurance (QA) program and its function within the overall l

WPPSS organization.

2.0 Report by the Staff,f T. Cox presented the outstandini; issues in the review of the tr.TT-1,4 application. At SER issuance on May 2, 1975, there were 18 issues, of which 8 had becu resolved prior to the ACRS Subconmittee necting.

Of the remaining 10 itens. 4 were expected to be resolved by mid-A ne 1975, 2 others (ECCS and the ultinate beat sink) by mid-July 1975, and 4 were generic items for which staff revicw is expected to extend beyond the date of issuance of a construction parnit. A brief utatus report on these generic reviews was presente:d.

of their in-plant heat rejection systems may reveal that they do not have a problem in meeting the staff requirement of 25% maximum assumed spray nozzle array efficiency. WPPSS analyses are expected to be complete and a proposed resolution of this issue offered to the staff by June 5, 1975, 4.0 WPPSS Technical Presentation WPPSS' technical presentation covered (1) site characteristics, (2) on-site and off-site power sources, (3) environmental surveillance, (4) emergency planning and industrial security planning, (5) course-of-accident instrumentation, (6) comparison of the WNP-1,4 NSSS with Bellefont and Greenwood, and (7) containment structural design and performance under accident loads.

5.0^ ACRS Subcommittee Comments The following are the comments or questions made by the subcommittee members during the presentations which may be addressed at the full connittee meeting. Numbers in parentheses indicate the page and line location in the offical transcript of the meeting.

  • Dr. Stratton:

Request brief status report on current operating record of Oconce, Three Mile Island, and Rancho Seco (146-24).

  • Dr. Bush:

Accessibility of NSSS components for in-servir.e inspection (148-17).

  • Dr. Stratton:

Requests details on heat absorption in :ontainment heat sinks up to time of peak containment pressure (162-05).

  • Dr. Bush:

What provisions are made to prevent neutron stream-ing around the noz:le area of the reactor vessel (162A-15).

  • Dr. Bush:

Was design of earlier containment (Indian Point 2) that is cited as prototype for WNP-1,4 containment confirmed by expericental tests on this earliec containment (174-17).

  • Dr. Bush:

The f&1l Committee would be quite interested in a capsule summary of the EPRI meeting held in Palo Alto during the week of 5/12/75 (27-04).

  • Dr. Lavroski:

Requests calculation of probability of total loss of offsite power (102-07).

  • Mr. Fox:

Wat is contribution of WNP-1 to environmental dose as compared to other nearby reactors (114-12).

  • Hr. Fox:

Wat emergency plan arrangements provide a manage-ment official to act as energency director (125-24).

'Dr. Bush:

What is inter-relationship of WPPSS emergency plan with other Hanford Reservation emergency plans (127-15).

  • Dr. Stratton:

Would a hand-held gamma meter held next to the containment outer wall (cf ter an accident) give a (meaningful) quantitative measure of the radiation inside (135-18).

  • Dr. Stratten:

In event of total loss of offsite power and failure of diesel generators, you ceram the reactor and have shutdown reactor batteries but no diesal power.

Car. you surv1' e this situation (141-20).

v

  • Dr. Stratton:

Would the containment be butit differently if you didn't have to design for the prescure in the containment (176-07).

'Dr. Lavroski:

Is the appiteant examining (co=ponent and system) design for improve =ent in ability to decontaminate (180-07).

  • Dr. Bush:

Have you considered accessibility for in-service inspection and maintenance with the intent of assuring as-low-as practicable erposure (183-02).

  • Mr. Fox:

How wide spread is use of sodium hydtexide as a scrubbing agent for iodine (186-22).

What experimental programs have determined the effect'iveness of the sodium hydroxide cerubbing (186-24).

What are the consequences if the sodium hydroxide is not effective (187-01).

Do you have any additional information on the effectiveness of sodium thiosulphate (188-12).
