Cox Requested Completion Date: March 14, 1975 Technical Review Branch Involved: Reactor Systems Description of Review: Revision to SER Review Status: CP Application Incomplete We have reviewed Amndment 15 which was received after we published our SER input. The applicant has corriitted to preoperational testing of the ECC7 which include testing the systems from the sumps and verifying the performance of the cavitating venturies in the LPSI systes. Section 6.3.4 has been revised accordingly and is contained in the enclosure.

As discussed in own SER input, there remains one area of the WPPSS Units 1 and 4 design which requires commitment by the applicant.

This concerns the GDC 34 requirement to achieve cold shutdown from the control roon.

n-1 6.3.4 Tests and Inspections The applicant has proposed preoperational tests that will be in compliance with proposed revision 1 to Regulatory Guide 1.79.

As part of the low pressure safety injection system tests, the cavitating venturies will be flow-tested to verify the sizing of the venturies to confirm the as-built flow split performance of the LPSI systems. De-tails of the ECCS preoperational tests will be described in the FSAR.

MOS. 50-460 & 50-513 ASSESSvirMT The office of Inspection and Enforcement has conducted inspections to examine the implementation of the WP Units 1 and 4 QA Program to ascertain its conformance with related 10 CFR 50, Appendix B, PSAR commitments. Our examinations encompassed the organization of the Applicant and the QA audit, review and approval functions of the Applicant for those major contractors selected to date. These esaminations focused on quality assurance activities related to the

. design, procurement and construction of the nuclear power plants and included a review of established procedures and instructions and the execution of applicable provisions contained therein.

l Our as'essment includes consideration of the results of the above inspection activities and of the Applicant / contractor actions leading to the resolution of identified deficiencies, or delsys in timely i

establishment and procedures and instructions, as necessary, to I

arrive at effective implementation of PSAR QA commitments. Based thereon, the Office of Inspection and Enforcement has determined that there are no substantive unresolved issues relating to the implementation of the QA program which require further identification and followup at this time.

CONCLU3 IONS Based on the above assessment, the Office of Inspection and Enforcement concludes that the implementation of tmP Units 1 and 4 QA program l

PSAR corunitments is consistent with the status of the nuclear project j

and is sufficient to werrant the commencement of safety related construction as would be authorized under the requested Limited Work Authorisation II.
