SUBJECT:
SURVEI1 LANCE PLUS FOR WPPSS UNIT 1 (50-460)
In the WPPSS letter (Renberger to Parr) of September 22, 1976, the details of the fuel surveillance program for WFPSS Unit 1, A B&W Mark C plant, are given. In general, the progrant outlined in the letter fulfills the requirements of our letter (Stello to DeYoung) of January 24, 1975. The one major exception is the WPPSS commitment on the basis that it is the first Mark C plant. This commitment is not satisfactory for the surveil-lance programs established by NRC. With new fuel designs, we require a detailed surveillance program for the first tuo plants to operate with l
full cores of the new design. In addition, in case one of these plants I
is delayed after start up, a commitment must be obtained for additional plants crith the provision that their surveillance program is contingent l
upon the ability of the first two plants to carry through. Therefore, l
WPPSS Unit 1 should make the commitment in the FSAR for the detailedfdeal surveillance program if they are one of the first two plants to operate with the Mark C design.
Specific omissions / exceptions to our requested program are noted as follows:
(a) ten day advance notification of NRC in regard to the actual inspection period is omitted, (b) oral resort to NRC prior to start up is ostitted, and (c) written report to URC is delayed from 30 days to within 90 days after start up.
l We find items (a) and (b) unacceptable as these notifications or reports are an integral part of establishing confidence in the new fuel design performance. Item (c) is acceptable to us on the basis that one-third of the discharged assembl&es will be inspected during refueling and that these resulta vill be reported orally to URC prior to start up [ item (b) above].
