Since that date WPPSS has changed their. corporate organization l which they have described in Amendnents 14 and 15 to the PSAR.- The staff has evaluated the new corporate organization.and revised program description. We conclude that the Quality Assurance Program as described in the WPPSS Nuclear Projedts Nos.1 and 4 PSAR revised l to Amendment 15 complies with the requirenents of 10 CFR Part 50, l j Appendix B and is acceptable for design, procurement and construction. WASHINGTON PUBLIC POWER SUPPLY SYSTEM MANAGEMENT STATEMENT The Washington Public Power Supply System (WPPSS) Organization is connitted to the WPPSS Quality Assurance Program to assure that the WPPSS Nuclear Project is engineered, designed, procured, fabricated, manufactured, ins ~talled, erected, constructed, and tested in a safe, reliable and efficient manner. As an indi-cation of WPPSS Management's role in advocating the quality function, the WPPSS Deputy Managing Director and the Manager, Technical Division, who report to the l WPPSS Managing Director, sign for approval each WPPSS Quality Assurance Procedure o developed, reviewed and approved by WPPSS Quality Assurance. The WPPSS Manager, Quality Assurance is responsible for developing, administra-ting and assuring the implementation of the Quality Assurance Program. This responsibility is shared with the Manager Quality Systems and the Project Quality Assurance Managers who report to the WPPSS Manager, Quality Assurance. These Quality Assurance personnel have the authority for assuring the implementation of the WPPSS Quality Assurance Program as delineated in the WPPSS Quality Assur-ance Program Manual. The guidance and criteria presented in the WPPSS Quality Assurance Program Manual are official WPPSS policies. Adherence to these policies by all WPPSS personnel is mandatory. Further, it is official WPPSS policy that WPPSS personnel assure that appropriate requirements are specified in the specifications and contracts to assure implementation of the WPPSS Quality Assurance Program by WPPSS Nuclear Project consultants, vendors, contractors and subcontractors. It is the policy of WPPSS to ensure that those items required by Design Spec-ifications to meet ASME Code Section III will be procured from manufacturers or installers holding the applicable ASME Certificate of Authorization. These items will be stamped and tt3 associated data reports issued in accordance with applic-able code requirements. WPPSS Quality Assurance personnel have the authority and responsibility to per-form any actions necessary to the accomplishment of their mandate as delineated in the WPPSS Quality Assurance Program Manual, including stop work authority. %.R.
