Chen Requested Coupletion Date: 5-7-76 Description of Response: Supplement to Safety Evaluation Report Review Status: Complete Attached as the MEB input to this supple:nent is a response to the question raised in the ACRS letter of 4-16-76 regarding the design of the reactor vessel supports. The question relates to the generic concern which has been raised about theesffects of the transient asymetric differential pressure loads that act on the reactor internals and around the cxterior of the reactor vessel resulting fron a postulated pipe rupture at a reactor vessel nozzle safe end. Assurance must be provided that these loads are adequately accounted for in the design of the vessel supports. Since the UPFSS 3 & 5 plants are CESSAR reference plants, we have t.ssu:,cd that the applicant will adopt the solution to this generic probleri which has been comitted to by Combustion Engineering on the CESSAR docket. The CE comitment has been addressed in section 3.9.1.5 of the CESSAR SEE, and te noted this in our letter of 8-20-75 which transmitted the MEB input for SU'. sections 3.6 and 3.9.2.5. In addition, since that time, the ITPSS 3 & 5 applicant has addressed this subject in a letter to NRC dated 12-31-75. The applicant has provided in acceptable comenitment that the WPPSS 3 & 5 vessel. supports will be desirc.' with the feferenced loads taken into account. Since the applicant's letter does not refer specificall to CESSAR , we have referred only to the applicant's commitment in our attached input. orric a

Mr. Bournia's letter provided recommendations as to which DSS 1 branches might be involed in address.ing specific questions raised in the ACRS letter. The Mechanical Engineering Branch was listed for providing responses to paragraphs 2, 6, and 7 of the ACRS letter. We have determined that paragraph 2 should be' addressed by MEE. n ?.- r> j; MECHANICAL ENGINEERING BRANCll N DIVISION OF SYSTEMS SAFETY WASHINGTON NUCLEAR PROJECT No. 3 and 5 SUPPLEMENT TO SAFETY EVALUATION REPORT 5.2.1 Design of Reactor Coolant Pressure Boundary Components The ACRS in their letter of April 16, 1976 to NRC Acting Chairman M. A. Rowden stated that a generic question has arisen concerning loads on the reactor vessel support structure for certain postulated loss-of-coolant accidents in pressurized water reactors. The letter further stated that the matter should be resolved for WNP-3 and WNP-5 in a manner satisfactory to the staff.

   -By       letter dated November 26, 1975 f rom O. D. Parr to J. J. Stein, we
   . requested the applicant to verify that the final design procedures would account for transient asymmetric pressure loads on the reactor vessel supports.

In a letter dated December 31, 1975, from M. O. Strand to B. C. Rusche, the applicant stated that it is their intent that the final design of the reactor vessel support system will take into account these asymmetric pressure loads in combination with appropriate LOCA and seismic loads. The applicant further stated that the results of these analyses and the final . design parameters for the sepports .will be incorporated in the Final Safety Analysis Report. We consider this to be an acceptable commitment, and, that accordingly, the design of the reactor vessel supports is acceptable for the construction permit stage of review.

SYST!M On November 4,1974, repreentatives of WPPSS, Ebasco, and Combustion Pagineering net with the Regulatory staff in Bethesda. 1his neeting was held to discuss the staff's position en auxiliary feedwater system design.

A list of attendees is attachel. We stated our position on the desip,n of auxiliary feedwater systems. We believe that the auxiliary feedwater' system should be designed to provide a minieri of two independent and diverse, trains of feedwater supply. Each train aust be designed to perform the comphte systs function. The system should be designed to provide different pap drive mechanisms with diverse power supply sources fpr the pep drives, the valve operators, and control systems for each indivBdual subsystet. The pining arrangement should provide physical and functional independance between the subsystems. Such a design assures that the syste will withstand a f411ure of piping, caponent, power supply or control function in the redundant systems. Interconnecting piping may be provided between subsystems with normally closed valves in the line. These valves may be uanually operated from the control rom using the power diversity principle forxthe valve operators dnd actuation systems. 1he rationale for our position was discussed. We explained that we are requiring diversity in the pop drives and rewr sources to assure a high degree of reliability in the auxiliary'fre&".er system. Since the auxiliary fa=h=ter rystem may be used for nord w1 ir startup ani shutdown as well as for certain accident conditions,11 o r 4ect to more frequent challenge during the life of the plant. Ther d a , s . est be a reliable syst e. Also, setdies have indicated that the possibility of the loss of onsite power should not be considered unlikely. e s The auxiliary feedwater system currently proposed for hT'PSS Nuclear Projects No. 3 'and No. 5 consists of two full-capacity, motor-driven pumps and AC controls. Ebasco described a syst a. modification being considered in order to meet our position. This modification would add a third full-capacity system which has a turbine-driven pump and DC controls. This systs would be operated manually when needed for feedwater supply. The amount of time i required for manual operation and startup of this systa was then di==W. This could be a disadvantage with such a design. i

We gave the following example of acceptable auxiliary feedwater systas: one full-capacity systen with a turbine driven pump and DC controls plus a full-capacity system with motor

Ebasco remarked that the systm described in the was designed to minimize the location of high energy fluid piping in areas of the plant containing safety-related equipment. We stated that a system using a turbine-driven punp is not the only acceptable way to meet our position.
