j WAIVER OF CONSTRUCTION PERMIT APPLICATION FEE FOR WASHINGTON PU8LIC POWER SUPPLY SYSTEM (WPPSS) UNIT WNP-4 The Directorate of Licensing has requested waiver of the l

construction permit application fee for the miocation of site for WNP-1 and the additioniof the identical unit WNP-4 based on Licensing's study of Regulatory's review effort i

l that was related soltly to the original site and could not be used in the review of the new site and duplicate plant (WNP-4).

Licensing has determined that about 526' man-hours were spent reviewing WNP-1 PSAR material that was later modified or superseded because of site relocation. Licensing has concluded i

that all of the time expended on WNP-1 except for about 260 l

man-hours, are directly applicable to the amended application.

Consequently, about $11,000 would be lost if only one application 1

fee is collected.

l The Commission has collected an application fee of $70,000 for WNP-1 and will collect a full construction permit fee for one l

of the units covered by the application and a reduced fee for the second or duplicate unit.

j Waiver of the fee falls within the provisions of 9170.11(b),

i which provides that the Consission may, upon its own initiative, grant such exemptions from the requirements of this part as it l

determines are authorized by law and are otherwise in the public i

interest.

Accordingly the second construction permit application fee for the amended application which covered the site relocation and duplicate unit is waived.
