BIG ROCK POINT NUCLEAR PLANT (TAC NO. M99247)

Dear Mr. Powers:

Enclosed is a copy of the Environmental Assessment and Finding of No Significant impact related to your application for an exemption on July 17,1997, as supplemented or modified by letters dated /.ugust 5 and 8, September 4, and December 9,1997._ The proposed exemption involves a one time schedular exemption from the requirements of 10 CFR Part 50, Appendix E, Section IV.F.2.c to perform a blennial emergency exercise.

Specifically, you requested a schedular exemption to June 1998; however, we will only consider granting a 90 day schedular exemption to delay the cor duct of the 1997 blenmal offsite exercise to a date on or before March 31,1998. This was discussed with members of your staff on December 9,1997.

The assessment is being forwarded to the Office of the Federal Register for publication.
