We have reviewed the document entitled, " Report on Variance 2 to the PSAR Soil Density Testing Countituents," February 3,1976, by United Engineers si Constructors. Incorporated for Washington Pubite Power

During the initial phase of field backfill, lower values than those '

reported in the PSA2 were obtained for maximum densities of structural ,

fill. It was discovered that the cause of the lower densities was the "

inability of electromagnetic vibratory tables to comply with the ampli-tude requirements of ASTM D2049. As a result, a comparison study was undertakan to establish the correct apparatus and amplitudes to be used for maximssa density determination.

The report concludes that the follwing requironients should be made part of the PSAR and contract specifications:

a) The requirement that the vibrator be a nachanical type table ,

rather than an electromagnetic type, as now speeffied.

  • b) The requirement that the amplitude be measured with the 0.1 cu. ft.

mold, soil and surcharge weight and not with a 250 pound load, as i now specified.

c) The requirement that tests be periodically run to determine the amplitude that produces the maximun density for the type of soil and that this amplitude be used for the required density tests.

c) The results of the planusd ratests in the Spray Fond area.
