PROPOSED CHANGES TO THE QUALITY ASSURANCE PROGRAM FOR THE HOPE CREEK GENERATING STATION (TAC NO. M98768)
Dear Mr. Eliason:
By letters dated May 16 and June 6, 1997, Public Service Electric and Gas Company (PSE&G) ion's (HCGS's) Quality Assurance Program (QAP), prestnt Generation Stat contained in Section 17.2, of the HCGS Updated Final Safety Analysis Report, in accordance with 10 CFR Part 50, Section 50.54(a).
This pro)osed revision identifies changes in the present organizations reporting to tie Director-Quality Assurance / Nuclear Safety Review (QA/NSR), the organizations reporting to the Director-Nuclear Training (NT) Center and the Emergency Preparedness (EP) organization.
The proposed changes would combine these organizations and have them reporting to a single Director-Quality, NT, and EP.
In order to maintain the independence of the quality assurance function, as required by Appendix B to 10 CFR Part 50, the Manager-Quality Assessment would report to the Director-Quality, NT, and EP, but w3uld be authorized direct access to the Chief Nuclear Officer and President-Nuclear Buriness Unit for quality matters related to the non-QA departments under the Director-Quality, NT, and EP.
Additionally, the proposed Revision 8 change:
- 1) relocates the administration of the ASME Section XI Code Nuclear Repair Program from the quality assurance organization to the Nuclear Maintenance organization, 2) clarifies the responsibilities of the Program Manager-Nuclear Review Board, 3) incorporates previous Nuclear Regulatory Commission (NRC)-approved changes for the relocation of certain Technical Specification administrative provisions, and
- 4) incorporates a number of changes identified as non-reductions in QA commitments. A summary of the staff's evaluation is provided in the enclosure to this letter.

the additional requirements of 50.34(b)

If there are changes to other previously agreed to and docketed commitments outside the QAP description, PSE&G is obligated to revise those commitments in accordance with the governing change control arocess and notify the NRC as appropriate. The effectiveness of PSE&G's QA) implementation will continue to be the subject of routine NRC inspections.
