ani 50-513 v. Schroeder, Acting Deputy Director for Technical Review, L MIENDMENT TO UPPSS NO. 1 LICEUSE APPLICATION TO FORMALIZE SITE RELOCATION AND ADDITION OF !GP-4 DUPLICATC PLANT on August 5, 1974, the Washington Public Power Supply System (UPPSS) sub-nitted an amend =ent to their WPPSS-1 license application docketed on October 18, 1973. This amendment is to document 1) the site relocstion irom the Hanford 1 area to the Hanford 2 area, and 2) the addition of a duplicate plant, ITSP-4, to be constructed on the same site area as the relocated'tdPal which'is currently under review.

By August 8,1974, UPPSS plans to have submitted the last in a series of three PSAR cmendmants that will completely document both the site relocation and the duplicate plant addition. The duplicate plant (UNP-4) is an exact replica ot the TCP-1, with the containment center located approximately 3200 feet northwest of the WNP-1.

Beth IGP-1 and -4 are about 1 mile east of the Hanford 2 nuclear plant now under conatruction. The only systems shared hetueen the two duplicate plants vill be the ecoling towar makeup and blow-de.n systems, the off-site power cystem, and the meteorological monitoring system.

On April 29, 1974, a review schedule chango was approved which documented the revicu plan resulting from the planned site relocation. The essential element of this changa was to continue the review on a branch by branch basis as the new material was submitted by WPPSS, in each case continuing the revieu from the Q-2 stage. PSAR amendment No. 8 and a new ER, received on July 1, 1974 completed the technical information updating for the site relocation and WP-4 addition with the exception of that material accassary for the Site Analysia, Auxiliary Power and Conversion Systems and tha Electrical Instrumentation and Control Systema branches. Amended material partinent to these branch revieus is the only material expected to change significantly due to the addition of the UNP-4 plant.

This information is expected to be docketed on August 8, 1974,

, seven days ahead of the scheduled date.

. Caaaidering that the addition of WI;P-4 in ccccurrent with the ongoing revleu, and that it is an entire plant duplication of ti a U:l?-1, with thu uinimum of chared systens roted above, ue believe thct the revicu

hould continue on the current cchedule.

I uculd appreciate your confirmation of thf.s approach.
