Schroeder, Acting Deputy Director for Technical Review, L A N.Tr TO WPPSS NO. 1 LICENSE APPLICATION TO PORMALIZE SITE RELOCATION AND ADDITIGH OF Wh7-4 DUPLICATE PLANT on August 5,1974, the Washington Public Power Supply System (WPPSS) sub-mitted an amendment to their WPPSS-1 license application docketed on October 18, 1973. This amendment is to document 1) the site relocation from the Banford 1 area to the Hanford 2 area, and 2) the addition of a duplicate plant, WNP-4, to be constructed.on the same site area as the previously planned WNP-1.

By August 8, 197,4, WPPSS plans to have submitted the last in a series of three PSAR amendments that will completely document both the site relocation and the duplicate plant addition. The duplicate plant (WNP-4) is an exact replica of the WNP-1, with the containment center located approximately 3200 feet northwest of the WNP-1.

Both WNP-1 and -4 are about 1 mile east of the Hanford 2 nuclear plant now under construction. The only systems shared between the two duplicate plants will be the cooling tower makeup and blow-down systems, the off-site power system, and the meteorological monitoring system.

On April 29, 1974, a review schedule change was approved which documented the review plan resulting from the planned site relocation. The essential element of this change was to continue the review on a branch by branch basis as the new material was submitted by WPPSS, in each case continuing the review from the Q-2 stage. PSAR amendment No. 8 and a new ER, received on July 1, 1974 completed the technical information updating for the site relocation and WNP-4 addition with the exception of that material necessary for the Site Analysis, l

Auxiliary Power and Conversion Systems and the Electrical Instrumentation and Control Systems branches. Amended material pertinent to these branch reviews is the only mate-ial expected to change significantly due to the addition of the WNP-4 plant. This information is expected to be docketed on August 8, 1974, seven days ahead of the scheduled date.

Considering that the addition of WP-4 is concurrent with the ongoing review, and that it is an entire plant duplication of the WNP-1, with the minimum of shared systema noted above, we believe that the review should continue on the current schedule. I would appreciate your confirmation of this approach.
