Dan mller SITE VISIT TO HANFORD NUMBER TWO A site visit to Hanford Number Two was made during the week of February 7, 1972. In conjunction with the visit, the State Government 1 in Olympia, Washington was also visited. The official party was as follows:

Sidney Minor DRL Licensing Officer Gordon Dicker REP Project Leader William J. Hallett ANL Team leader Mark Stephenson ANL Heat Transfer Donald Grube ANL Biologist William Fairman ANL Radiobiologist February 7 and 8 were spent at Olympia, Washington conferring with state officials. The State of Washington conducts a similar review to NEPA using the Thermal Power Plant Site Evaluation Council. Their hearings have just ended and a draft environmental statement for state coassent has been prepared. Joseph Lightfoot, the Executive Secretary of the Council feels that the Hanford Number Two site will be approved by the Council and the Governor. By Washington State law this approval will imply all state permits and licenses required are approved. I have a copy of the laws and procedures used if anyone is interested.

The visiting team divided up and the following State officials were contacted:

Lawrence uradley, Department of Commerce and Econcunic Development.

Werner Hahn, Warren Montgomery, George Hansen, Department of Ecology.

Allen tasater, Department of Fisheries.

The team collected data and references and met with excellent cooperation, Minutes acd 6xhibits from the state hearings will be sent when available.

On February 9 and 10 the team met with the applicant, Washington Public Fower Supply System (WPPSS) et their of fices in West Kennewick.

Washington. The applicant personnel were J. R. Church Project Manager S. K. Billingsley Environmental Manager L. L. Humphreys Program Engineer L. L. Grumme Fuel hanagement D. L. Renberger License Engineer O. E. Trapp Pkchanical Engineer V. V. Johnson Planc Superintendent W. F. Naclean Operations Supervisor J. J. Fugway Environmentalists, R. T. Jaske Battelle NJ Laboratory Enclosed are the points of discussion for the site visit which had been forwarded verbally to the applicant due to the short time availabic. The circled points and questions were omitted as having been covered in a previous DRL *.-tter to the applicant and as being concerned with the calculation of source terms which the laboratory team no longer does.

After a general opening session the team visited the site including the cooling tower water intake and outfall position on the Columbia River.df particular interest was the proximity of the Fast Flux Test Facility now under construction. Environmental Statements for that facility have been obtained and laison established with the people who prepared them, both at Richland Operations and Headquarters.

  • Dan N iler FEB 2 2 1972 The next morning the team again divided up and individual conferences were held. All questions were either clarified or included in the list to be forwarded to the applicant to be answered as a supplement to the Environmental Report.

Also a visit was made to the Richland Operations Office. The following persons were contacted:

William Lots, Paul Rhodes, Safety and Environmental Division.

The team was concerned about interactions between the FFTF and Hanford Number bro as well as details of the environmertal monitoring program conducted by the AEC. Details concerning these problems were obtained.

In summary the site visit went very smoothly. At this time it is not anticipated that further visits will be necessary.
