Except for a few secondary deficiencies (e.g. unclear graphics) the environmental sections are suitable for issuance. Comments on the cost-benefit section were transmitted by memorandum to Gordon Dicker from Paul Fine dated August 14, 1972, and comments on the radiological sections were transmitted in my memorandum to you dated August 10, 1972. Our com-ments werc given verbally to Ronald Loose.
