discuss a presentation by WPPSS concerning a draft report that WPPSS plans to submit in final form in a PSAR aaendment by August 29, 1977.
WPPSS plans to submit a second PSAR amendment in early October 1977, which will provide additional information from their ongoing investigations, and will provide a discussion concerning the 'ffect of the 1872 earthquake on WNP-1 and 4 design basis seismic loads. The TiP-1 and 4 PSAR amandment in October 1977 is intended to complete WPPSS'.responscsto the ?!RC staff letter of April 18, 1977. The staff letter requested reevaluation of the 1872 earthquake relative to WilP-1 and 4 design basis ground acceleration values.
Representatives of both the ilRC Geosciences Branch and the U. S. Geological Survey (USGS) were present at this meeting. Enclosure 1 is an attendance list. Opeii69 remarks and a review of WPPSS' efforts on the earthquake issue were presented by L. Grumme, i4anager of the Technical Division at WPPSS.

and two orgattzations, Shannon and Wilson and Weston Geophysical Research, Inc.
D. Tillson reported taht the objective of the work, begun in ilarch i
1977, was to develop information to better define the location of the 1872 earthquake by identifying either the cassative structure or the source area. The program implemented to develop the regional geologic model consisted of map coopilation of known published and unpu lished geological, geophysical, and p)ysiographic data. Remote sensing imagery data was examined and evaluated for potential significant structural features i
followed by field reconnaissance in selected areas where major tectonic features had been previously identified. _The study area selected for the reported investigation includes an area approximately 200 miles wide p
j (east-west) by 400 miles in lengtha(north-south) centered near Lake Chelan.

'2-AUG 121977 Tillson reported that the cajor conclusions of the work to date are:
(1) No significant capable structures were found which could be associated with the earthquake.
I (2) The source of the earthquake was located in an area including much of the Northern Cascade Mountains and extending into southwestern British Columbia.
- (3) The focal depth of the earthquake is not conclusively established.
(4).Available geophysical and geological data tend to negate the hypothesis of an Olynpic - Wallowa lineament.
The details of the draft report were sunaarized by representatives of the various orga61zations that performed the work. After the presentation, daring which several questions by the USGS were discussed, the MRC and USGS staff members present held a caucus to develop some prelininary comments on the draft report. These comments are sumarized below.
HRC Staff Comnents:
(1.) Staff did not identify any general issues concerning the plate tectonic model described by G. Davis.
(2) Staff was not convinced that the Fraser fault zone is a valid tectonic province boundary for Tertiary events.
(3) WPPSS should discuss age differences a.?.ong structures within th the proposed tectonic provinces.
(4) WPPSS should discuss the Rattlesnake-Wallula structure i
including its depth and relationships to basement or j
other structures, and its continuation outside the j
Columbia Plateau.
(5) WPPSS should discuss the relationship of any, of the i
structures in the Columbia basalts to other provinces and the underlying basement structures.
(6) WPPSS should discuss the Republic Graben.
USGS Staff Comments:

(3) WPPSS should examine and discuss the observed heat flow data.

C. Stepp of the staff had several further comments:
(1)
In order to show that the Columbia Plateau is a tectonic province, it is important that (a) the tectonic structures in the Plateau are confined to.the Plateau, and (b) the tectonic structure in the Plateau has'no structural relationships to structures outside the plateau.
(2) The Colub.bla Plateau is a significant gravity anomaly.
WFPSS failed to discuss the ecctonic significance of gravity gradients or discuss them relative to earthquakes.
(3) WPPSS should discuss the significance of the great volume of Columbia Plateau basalts in relation to the plate tectonic model.
.(4) WPPSS should discuss the structure of the Coluubia Plateau where it crosses the Cascade Ranges - is the Plateau a structure of deep origin or simply a down-warping of the Cascade Ranges caused by the loading of the lava.
After a caucus of the UPPSS' representatives, D. Tillson of WPPSS discussed the ongoing program which will culminate in the PSAR amendment scheduled for October 3,1977. Enclosure 2 includes copies of four pictures used to describe this program.
NRC and USGS staff did not coment on the ongoing program.
L. Grumme stated that WPPSS would address as many of the NRC USGS cormients as possible in the August 29, 1977 final submittal of the draft report discussed in this meeting.
