'Vith respect to your TAR of October 1,1975 concerning the hearin.3 for hNP-1 cnd 4, we have reviewed the record with respect to ite:a 4, Financial qualifications. It appears to us that the Board has not raised any specific concem concerning financial qualifications of the applicant nor has any party r.ade allegations that such qualifications are suspect.
Instead, it appears that the cencern of the Board is solely that current informatien is relied on rather than information as of the date of preparation of staff testi: ony on this subjec+.
Therefore, we propose the following. We will provide a brief doctrent in such fom as OELD considers appropriate V:hich indicates the current ratings of the applicant, any fiscal developrents that have occurred since the staff testirony was prepared, and a statement conceming the effect of these developments. Since, in this case, no adverse developrents have occurred and since the applicant continues to be in one of the strongest financial postures in the electric utility industry, we propose that -the testirony be sponsored by the Project Manager and that no expert witness is needed. In the unlikely event that controversy on this issue should occur whicn requires the presence of an expert witness, one could be provided en ene day's notice, but since f.his likeliheed is so rer.ote and our constraints on ranpower and travel funds are so stringent, the recornnended approach should be followed.
